This updated Manual reflects the recent legislative changes introduced through the Statutes Amendment (Local Government Elections Review) Act 2025, including those relating to voter eligibility.
These amendments commenced on 1 January 2026. This resource is intended to support Council Rates Officers and Governance staff in the preparation and administration of supplementary voters’ rolls.

ECSA Voter Roll Forms
The Electoral Commission of South Australia (ECSA) has now finalised the template forms (Form 1, Form 2 and Form 3), customised to each council in preparation for the 2026 local government elections.
These forms can be downloaded via the Zip file below and are intended to be used in conjunction with the updated Voters Roll Practice Manual.
Please ensure you select the Form relevant to your individual council.
